On December 7, the first World Intelligent Manufacturing Conference opened in Nanjing. At the meeting, the Ministry of Industry and Information Technology released the “China Intelligent Manufacturing Development Plan (2016-2020)” (hereinafter referred to as “Planning”).
The "Plan" proposes that the promotion of China's intelligent manufacturing will be carried out in two steps. During the "Thirteenth Five-Year Plan" period, digital manufacturing will be implemented simultaneously and intelligent manufacturing demonstration will be guided. By 2025, the intelligent manufacturing support system will be basically established, and key industries will initially realize intelligence. Transformation.
In response to the bottlenecks faced by intelligent manufacturing and the “pain points” of the industry, “Planning” has set ten key tasks in terms of equipment, technology, standards, pilot demonstrations, and business models.
On December 7, Xin Guobin, deputy minister of the Ministry of Industry and Information Technology, stressed that the current mechanization, electrification, automation and informationization of China's manufacturing industry coexist. The "diversified status quo" and "diversified needs" coexist. China's promotion of intelligent manufacturing is destined to be constantly explored and repeatedly tried and tested.
Xin Guobin said that at present, 16 provincial governments have issued plans and guidance for promoting smart manufacturing development, and 15 provinces (autonomous regions and municipalities directly under the Central Government) have organized pilot demonstrations of provincial-level intelligent manufacturing.

Digital and intelligent parallel development
Wang Ying, deputy director of the Equipment Industry Research Institute of the CCID Research Institute of the Ministry of Industry and Information Technology, who was involved in the formulation of the "Planning", told the 21st Century Economic Reporter on December 7 that the "Planning" started the preliminary research in 2014 and completed the first draft in July this year. And in September, it was submitted to the Minister of the Ministry of Industry and Information Technology for consideration.
Behind it is smart manufacturing that is receiving increasing attention. Wang Ying introduced that as the main direction of "Made in China 2025", many policies have been issued around intelligent manufacturing, "Intelligent Manufacturing Engineering Implementation Guide", intelligent manufacturing specialization, pilot demonstration, and the development of relevant standards.
Unlike the above policy, the Plan focuses on providing a programmatic guidance for smart manufacturing in the medium to long term. Wang Ying believes that the biggest highlight of the "Planning" is the first proposed "two-step" strategy.
The first step is that by 2020, the foundation and support capacity of intelligent manufacturing will be significantly enhanced. The key areas of traditional manufacturing will basically achieve digital manufacturing, and the development of key industries with key conditions and basic industries will make significant progress.
Specifically, by 2020, the core support software domestic market will meet the satisfaction rate of more than 30%, and the system will repair more than 200 intelligent manufacturing standards, and cultivate more than 40 suppliers whose main business income exceeds 1 billion yuan. The smart factory penetration rate is over 20%.
In the second step, by 2025, the intelligent manufacturing support system will be basically established, and the key industries will initially achieve intelligent transformation.
The "Planning" proposes to guide the classification and stratification, promote intelligent manufacturing by industry and step by step, and simultaneously implement the popularization of digital manufacturing during the "13th Five-Year Plan" period and the demonstration of intelligent manufacturing.
“When we visited and studied in Germany, Siemens clearly asked China that manufacturing has not yet achieved digitalization. Why did it mention smart manufacturing?” Wang Ying believes that China’s smart manufacturing is a process of moving forward, and the “13th Five-Year” period is both digital. Popularization, but also to do intelligent exploration, "digital is a broad concept, this stage also includes automation, information and other content."
Li Dong, director of the Equipment Industry Department of the Ministry of Industry and Information Technology, said in the release of the "Planning" that intelligent manufacturing is a new production method based on the deep integration of the new generation of information and communication technology and advanced manufacturing technology. Information technology is an important basis for intelligent manufacturing.
There is already a layout at the national level in informatization. The "13th Five-Year National Informationization Plan" reviewed and approved by the State Council executive meeting on December 7 proposed to promote the integration and efficient use of resources, and to enhance the digitalization and intelligence level of the industry.
Zhou Jian, director of the Information Technology Research and Promotion Center of the Ministry of Industry and Information Technology, told the 21st Century Business Herald that the most prominent performance of intelligent manufacturing is manufacturing informationization, and intelligent manufacturing urgently needs to solve the problem of enterprise dynamic mechanism: due to informationization in manufacturing The initial investment is huge, and only after the investment reaches a certain scale can the profit balance point be crossed.
Zhou Jian believes that the current smart manufacturing is developing rapidly in some large central enterprises and state-owned enterprises. This is because these enterprises have stronger enthusiasm for manufacturing informationization driven by policies; for more private enterprises and small and medium-sized enterprises, The greater impetus for the future may come from horizontal competition in the market.
“Some companies may not make money in the early stages of smart manufacturing, but if the surrounding competitors are doing it, the pressure of competition will force them to build this capacity. After driving for a while, they will benefit from smart manufacturing. Will be transformed into spontaneous power." Zhou Jian said.

Ten key tasks
Xin Guobin introduced that in the past two years, 109 smart manufacturing pilot demonstration projects have been selected, covering 63 industries, and initial cultivation has formed discrete intelligent manufacturing, process-based intelligent manufacturing, network collaborative manufacturing, large-scale personalized customization, and remote transportation. Five new smart manufacturing models, such as peacekeeping services.
However, the biggest problem in China's manufacturing industry is still big but not strong. There are many weak links in the field of intelligent manufacturing. The software, control systems, core technologies, and key components are heavily subject to people. The ten key tasks proposed in the "Planning" are precisely these bottlenecks.
The ten key tasks include accelerating the development of intelligent manufacturing equipment, strengthening key common technology innovations, building an intelligent manufacturing standard system, building an industrial Internet foundation, increasing pilot demonstration and promotion of smart manufacturing, promoting intelligent transformation in key areas, and promoting intelligent transformation of small and medium-sized enterprises. Cultivate intelligent manufacturing ecosystem, regional intelligent manufacturing synergy development and build a team of intelligent manufacturing talents.
In terms of accelerating the development of intelligent manufacturing equipment, the “Planning” proposes to overcome key technical equipment, improve quality and reliability, and promote integrated application in key areas.
The "Planning" calls for the promotion of R&D industrialization of intelligent networked cars, intelligent engineering machinery, intelligent ships, intelligent lighting appliances, service robots, etc., and the development of intelligent services such as remote unmanned control.
Wang Ying believes that the intelligent transformation of China's manufacturing has brought tremendous opportunities for smart equipment. "Intelligent manufacturing is a big market, involving thousands of enterprise technological transformations. They will certainly use it when upgrading equipment. Software, systems, key components and complete sets of equipment, we must drive these industries in the development process; at the same time, we must pay attention to the large gap between China and foreign countries."
An important reason for the gap is China's shortcomings in core technology. The plan calls for strengthening key common technology innovations, breaking through a number of key common technologies, and arranging and accumulating a batch of core intellectual property rights.
How to avoid "hot and cold" in intelligent manufacturing must solve the problem of landing at the enterprise level. When interviewing a number of related companies, 21st Century Business Herald learned that enterprises are generally confused about smart manufacturing. On the one hand, compared with huge cost inputs, enterprises' expectations for the benefits of smart manufacturing are not clear; There is no clear path to how to transform into intelligence.
Wang Ying believes that, in general, smart manufacturing is mostly dominated by large enterprises. SMEs' capital technology has short-term and lack of enthusiasm. Intelligent transformation faces the problem of small, scattered and weak Chinese enterprises. Therefore, one of the tasks of the "Planning" is to promote the intelligent transformation of small and medium-sized enterprises, guide small and medium-sized enterprises to promote automation transformation, and build a cloud manufacturing platform and service platform.
Qu Xianming, a member of the National Manufacturing Powers Strategy Advisory Committee, said in an interview with the 21st Century Business Herald on December 7 that the initial smart manufacturing may not be suitable for all industries, and should be dominated by industries with advanced technology, good market prospects and insufficient capacity. Before the promotion, it should analyze the demand from the aspects of manpower, quality, cost, energy conservation, etc. It is easy to make it easy, and seek breakthroughs from quick-acting projects and industries.
Qu Xianming believes that intelligent manufacturing does not need to blindly pursue high-level intelligence, and does not pursue unmanned. It must aim at maximizing economic benefits and gradually advance step by step according to the single-point-production line-workshop-factory path.
It is reported that in the cultivation of intelligent manufacturing ecosystem, the Ministry of Industry and Information Technology has successively established the Intelligent Manufacturing System Solution Supplier Alliance, the Industrial Internet Industry Alliance, the Intelligent Manufacturing Innovation Strategic Alliance of the Household Appliance Industry, the China Additive Manufacturing Industry Alliance, and the China Intelligent Networking Automotive Industry. Innovation Alliance and Sino-German Intelligent Manufacturing Alliance and other institutions.
