Assumption of standard system of labor protection articles

In 1988, the former National Standardization Technical Committee for Labor Protection conducted a study on the standard system for labor protection articles. By 1990, with approval from the former Ministry of Labor, the Shanghai Institute of Labor Protection launched a structured standard system for these protective items, based on the previous National Labor Protection Standardization Technical Committee. After years of development, a preliminary framework was established to guide the creation of labor protection standards. Under this structure, research institutes and organizations actively participated in drafting standards, resulting in several key documents such as general technical conditions for shockproof gloves, safety shoes, dust masks, and raincoats. However, due to organizational changes, the progress of labor protection standards did not meet initial expectations. In recent years, with China’s accession to the WTO, rapid economic growth, updates to ISO standards, and increasing demands for workplace safety, new requirements have emerged for personal protective equipment (PPE) standards. The existing framework no longer fully meets current needs. Taking into account the evolving production trends of PPE and public expectations, the revised standard system now reflects a “people-oriented” approach. The initial assumptions of the PPE standard system include: 1) At the hierarchical level, PPE standards are categorized into three levels: professional standards, general category standards, and product technical standards. The first level is the professional general standard, which outlines common and basic requirements, such as classification, terminology, selection guidelines, and testing methods. The second level includes general category standards, covering areas like head, respiratory, and eye protection, including basic and method standards. For example, general technical conditions for labor protection gloves or insulated footwear. The third level consists of product standards, divided into two types: general technical conditions for similar products with the same protective function, and specific standards for individual products, such as flame-retardant clothing. 2) In terms of content, PPE standards cover ten major categories: head protection, respiratory protection, eye and face protection, hearing protection, trunk protection, hand protection, skin care products, foot protection, fall protection, and other specialized protections. Each category includes various specific items, such as safety helmets, respirators, goggles, earplugs, protective clothing, gloves, and safety belts. 3) From a standard type perspective, PPE standards are classified into three main types: basic standards, method standards, and product standards. Basic standards define the fundamental requirements for general standards, such as terminology, selection guidelines, and general technical conditions.
