In Shenzhen's Guangming New District, the Potato Field Community has become a model for smart policing through the implementation of advanced technological surveillance systems. As a pilot project for science and technology-based security, the community has deployed over 500 surveillance devices in shops, internet cafes, and rental properties, while 72 networked video cameras have been installed at key intersections to ensure full coverage of "cat eyes"—a term used locally for closed-circuit television (CCTV) systems.
The public security situation in the Guangming Police Station was once one of the most challenging in the city. With 42% of all police cases concentrated in this area, the station faced severe challenges, especially with financial crimes that ranked among the highest in the city. Despite the efforts of only 89 officers, the workload was overwhelming, and it was difficult to achieve significant improvements in public safety.
To address these issues, the sub-bureau, in collaboration with the Video Police and Anti-Drug Units, launched a three-month "information and co-construction" initiative. This program aimed to optimize policing by integrating advanced technologies such as "cat eyes" into daily operations. The Gongming Police Station was selected as a test site for this new approach.
According to officials from the New District Police, the success of the initiative relied heavily on increasing the coverage rate of "cat eyes." In urban villages, where such coverage was previously low, the installation of surveillance systems became a priority. In the Potato Field Community, local businesses voluntarily purchased the cameras, while the Video Police Unit managed the system centrally, reducing the burden on government funding and improving public safety.
Currently, more than 500 surveillance devices are in place across shops, cafes, and rental units, with 72 networked cameras installed at road intersections. From January to March 2014, only two robbery incidents were recorded in Tiantianpu Village, and just six cases involving two suspects were reported. Residents noted a significant improvement in their sense of security, particularly during nighttime hours. Additionally, a lost child was quickly located using video monitoring, highlighting the practical benefits of the system.
Since the "information and co-construction" initiative began over three months ago, more than 1,300 video cameras and 350 access control systems have been added across the district. As a pilot site, the Gongming Police Station saw a notable drop in crime rates. Criminal police reports decreased by 11.69% and 13.95% year-on-year, while other key indicators also showed sharp declines. Alarm responses dropped by 48.8% and 44.35% compared to the previous year, demonstrating the effectiveness of the new policing strategy.
