The optimization of policing work in Shenzhen Guangming New District

In the Shenzhen Guangming New District, the Potato Field Community has become a model for smart policing through the use of advanced technology. As a pilot project for technological security enclosures, over 500 surveillance devices have been installed in shops, internet cafes, and rental properties, while 72 networked video cameras are positioned at key road intersections to ensure full coverage of "cat eyes"—a term used locally to describe surveillance cameras. The public security situation in the Guangming Public Security Branch was once very challenging, with a significant portion of all police cases concentrated there. The district accounted for 42% of the total cases across the city, and incidents involving multiple financial crimes were the highest in the city. With only 89 officers on duty, the station was severely understaffed, making it difficult for the team to manage the workload effectively. Despite long hours and overtime, the pressure remained high, and improvements in public safety were hard to achieve. To address these challenges, the sub-bureau, in collaboration with the video police and anti-drug units, launched a three-month "information and co-construction" initiative. This program aimed to establish a coordinated platform that would optimize traditional policing methods and leverage technological tools such as "cat eyes" to enhance social stability. The Gongming Police Station was selected as a test site for this transformation. According to a senior officer from the New District Police, the success of the information and co-construction effort depends heavily on improving the coverage rate of "cat eyes." In urban villages, where camera coverage is often low, public security issues persist. The Potato Field Community was chosen as a pilot to implement this tech-based security system. Local businesses voluntarily purchased the surveillance equipment, while the video police unit managed the deployment and maintenance, reducing the burden on government funding and addressing public concerns. Currently, more than 500 cameras are in place across shops, cafes, and rental houses, and 72 networked video probes are installed at every major intersection, ensuring comprehensive coverage. From January to March 2014, Tiantianpu Village reported just two robbery cases, and only six incidents were recorded involving two suspects. Many residents noted that they feel much safer at night now. Additionally, the police shared a story about a lost child who was quickly found through video monitoring. Since the start of the "information co-construction" initiative over three months ago, more than 1,300 video cameras and 350 access control systems have been added throughout the new district. As a leading pilot area, the Gongming Police Station saw a notable decrease in criminal police reports—11.69% and 13.95% year-on-year, respectively. Other key indicators also dropped sharply, with criminal complaints down by 16.98% and 16.79% month-on-month. Alarm calls fell by 48.8% and 44.35% compared to the previous year, showing a clear improvement in public safety.
