In order to implement the spirit of the Central Economic Work Conference, implement the national industrial and informationization work conference deployment, accelerate the construction of industrial quality brands, and promote the full implementation of "Made in China 2025", the relevant work on the construction of industrial quality brand in 2016 is hereby notified as follows:

First, strengthen planning and guidance
The competent industrial and information authorities and relevant industry associations shall implement the "Proposal of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development" and "Made in China 2025" in accordance with regional and industry requirements. Plan and deploy quality and brand building work, formulate regional and industry quality brand planning (action plan), or in the relevant planning (action plan), improve quality and cultivate brand as important content, determine work goals and work content.
The local industrial and information administration departments should focus on the implementation of quality brand planning (action plan), strengthen organizational leadership, and do a good job deployment. In areas where conditions permit, it is necessary to establish a cooperative working mechanism for quality brands within the competent departments of industry and informatization, and jointly promote the construction of quality brands to achieve a good start in the “13th Five-Year Plan”.

Second, the key work
(1) Give play to the main role of enterprise quality brand building Continue to organize and carry out industrial enterprise quality credit commitment activities, guide enterprises to consciously fulfill quality responsibility, expand the social impact of commitment activities, and explore the establishment of tracking and feedback mechanism for enterprises to fulfill their commitments. Continue to improve the construction of self-declaration platform for industrial product quality enterprises, and encourage enterprises to express the physical quality of products and reach the standard level through self-declaration. Continue to promote the establishment of a sound management system for food production enterprises above designated size. Conditional industry associations should carry out exploration and research on product quality stratification and grading system as well as high quality and good price mechanism. In areas where conditions permit, it is necessary to explore the establishment of a brand-based credit financing mechanism. Intensify the sampling inspection of products in key areas such as civil explosions and agricultural materials, and actively cooperate with the departments of industry and commerce, quality inspection, and customs to carry out supervision, supervision and inspection.
(II) Improve the public service system of quality brands Support the construction and improvement of a number of quality brand public service platforms, and enhance the platform's professional service capabilities. Relying on industry associations and SME service systems, we will accelerate the improvement of the quality brand service capabilities of small and medium-sized enterprises' public service platforms, and provide basic training, diagnostic consulting, management system certification, brand cultivation, results promotion and standardization for small and medium-sized enterprises. Guide professional organizations and social intermediary organizations to strengthen the collection and utilization of quality brand-related data, conduct research on quality brand information sharing mechanism, and explore the establishment of a distinctive quality brand information sharing platform.
(III) Improving the quality and technical foundation support capability Focusing on the ten key areas of “Made in China 2025” and food and industrial consumer goods, support industry associations and standardization professional organizations to strengthen standards and publicity. Encourage enterprises, social intermediary organizations and industrial technology alliances to formulate corporate standards and group standards that are stricter than national and industry standards. Encourage companies to participate in or lead the revision of international standards. Focusing on strategic industries and key industries, we will continue to approve a number of industrial product quality control and technology evaluation laboratories, and give play to the role of laboratories in supporting quality research and quality improvement, and carry out analysis of industrial product quality status. In conjunction with relevant departments, we will speed up the construction of a national industrial measurement and testing service system.
(IV) Promote advanced quality management methods Continue to organize and carry out quality benchmarking activities, select 30 national quality benchmarks with broad applicability, organize 4 national quality benchmarking exchange learning activities, and guide enterprises to deepen the successful experience of practical quality benchmarking. Further improve the quality benchmarking service platform, explore the establishment of quality benchmarking enterprise alliances, and expand the influence of quality benchmarking activities. Promote advanced quality management methods such as High Performance, Six Sigma, Lean Manufacturing, Quality Reliability Total Solution (TSQ), Quality and Benefit Improvement Model (QPM). Support the development of quality management teams, quality trustworthy teams, on-site management, general quality management education, and the pursuit of excellence quality conferences and other national quality activities.
(V) Promote the cultivation of industrial brands Continue to carry out pilot demonstration work on brand cultivation of industrial enterprises, establish a group of brand cultivation model enterprises, organize experience exchange activities, publicize and promote the typical experience of demonstration enterprises, and carry out review work for expiration of demonstration enterprises. We will deepen the pilot demonstration of regional brand building in industrial clusters, continue to select pilot areas for regional brand building, approve a number of regional brand building demonstration zones, and promote the typical experience of regional brand building. Support the organization of quality upgrading activities in the industrial cluster regional brand pilot demonstration zone, and guide enterprises to “increase varieties, improve quality, and create brands”. Encourage qualified localities and industries to carry out distinctive brand cultivation activities and establish a regional and industry brand competitiveness evaluation and release system. Improve the professional training mechanism for brand professionals, support professional organizations to continue to organize brand manager training, explore new models of chief brand officials and brand specialists, and strengthen professional capabilities in creative design, brand communication, brand protection, brand culture and other aspects. Explore the establishment of brand cultivation alliances and expand the social impact of independent brands. Support relevant institutions to continue the national brand story speech contest, brand leader summit, comprehensive brand management and popular education. Support industry associations to carry out industry brand cultivation and brand evaluation.
(6) Promoting the improvement of the physical quality of industrial products Relying on the industrial strong foundation project, giving play to the role of the industrial technology foundation public service platform, focusing on the ten strategic industries of "Made in China 2025", and organizing the implementation of the non-competitive common quality problems of the industry. Carry out quality improvement process optimization actions. Continue to support industry associations to carry out quality development activities, strengthen physical quality comparison, quality technology research, group standard revision and other work. Continue to support professional institutions to carry out quality brand diagnosis activities for industrial enterprises, improve quality brands and enhance professional service capacity building. Guide industrial enterprises to use the next generation of information technology such as industrial Internet, cloud computing, big data, accelerate the intelligent transformation of production equipment, improve the quality online monitoring, online control and product life cycle quality traceability. Support the research on the quality improvement technology of key equipment such as civil aircraft and ships.
(VII) Strengthening policy research and construction of laws and regulations Accelerate the preparation of the “Three-Year Action Plan for the Improvement of Manufacturing Quality Brands (2016-2018)” and the “13th Five-Year Plan for the Improvement of Industrial Quality and Basic Capabilities”. Cooperate with the government's quality work performance appraisal, accurately locate and actively perform duties. Support professional institutions to carry out research on industrial quality brand building and supply side reform, new advantages in quality cost, and strengthen research on quality brand policies and evaluation indicators. Continue to carry out research on laws and regulations related to quality brands and promote the establishment of relevant laws and regulations. Encourage local and industry to carry out research on industrial chain, value chain and variety structure in combination with their own characteristics, support strategic industry-related industries to carry out research on industrial quality analysis and market demand forecasting, and lay the foundation for improving regional, industrial quality and brand competitiveness.

Third, the job requirements
(1) To play a synergistic role, adhere to the enterprise as the main body, stimulate the endogenous motivation of the enterprise, and guide enterprises to actively strengthen the quality brand work. We will combine quality brand building with regional economic development and actively seek the support of local people's governments. Strengthen communication and cooperation with development and reform, finance, commerce, industry and commerce, quality inspection, customs and other departments, and mobilize the strengths of industry associations, scientific research institutions, universities, consumer organizations, news media, etc., and strengthen the joint efforts of quality brands.
(II) Strengthening the planning and organization of relevant industrial and informatization authorities and relevant industry associations to grasp the opportunity of the opening of the “13th Five-Year Plan”. On the one hand, strengthen the planning of quality brand building and lay the foundation for the sustainable development of quality brands. On the other hand, it is necessary to actively plan and deploy the annual work, and in accordance with the requirements of this notice, formulate an annual work plan and implementation plan, clarify responsibilities, and organize implementation.
(3) Do a good job in propaganda and strengthen cooperation with the propaganda department, do a good job in the overall planning of the promotion of industrial quality brand building, increase publicity, expand social influence, and create a good social atmosphere for quality brands. Organize the theme promotion activities such as "China Industrial Brand Journey", through conference exchanges, as well as media channels such as newspapers, TV, websites, mobile terminals, etc., vigorously promote their own brands and expand the social impact of their own brands.

Fourth, the schedule
(1) The start-up phase (3-4 months). Decompose the task of building industrial quality brand in 2016. All relevant units shall formulate work plans and implementation plans according to requirements, deploy annual quality brand work, and report the work plan and implementation plan to our department (Technology Department) before March 1.
(2) Promotion stage (April-October). To implement the tasks of industrial quality and brand building, complete the mid-term summary before the end of June, and report to the Ministry (Technology Division) the summary and statistics (see attachment).
(3) Summary stage (November-December). The system summarizes the whole year's industrial quality brand construction work, finds problems, studies and proposes the next year's work ideas, work goals and key tasks, and reports the summary and statistics to our department (Technology Department) before the end of November.
