Crude oil, being flammable and explosive, presents major safety challenges when stored in large quantities. Current fire protection systems for large floating roof oil tanks typically rely on foam extinguishing and water spray cooling systems, which are ineffective during fires in the floating roof seal. These systems often require numerous fire trucks and manual firefighting from the tank top, posing significant risks. To address this, the National Petroleum Reserve Center commissioned the Chinese Academy of Sciences Graduate School and Sichuan Wei Telong Fire Equipment Co., Ltd. to develop an active safety protection system for large oil storage tanks. This system shifts from reactive firefighting to proactive prevention, enhancing the ability to suppress and control fires. The system includes a central monitoring host, primary supply station, multiple active protection subsystems, and an intelligent rapid fire suppression unit. During normal operations, the active protection subsystem continuously monitors gas concentration inside the seal ring, while the intelligent fire suppression subsystem performs real-time visual detection. When gas concentrations exceed safe limits, the system activates inerting, reducing oxygen levels and temperature in the seal area. In case of fire, the intelligent suppression system automatically locates the source and initiates rapid, targeted fire suppression through remote, on-site, or automated control. This advanced safety system combines proactive protection with intelligent fire suppression, integrating remote monitoring with on-site control, effectively transforming passive firefighting into active prevention. It greatly enhances the capacity of large oil storage tanks to prevent explosions and manage fires, offering a reliable technical solution for the safety of floating roof oil tanks. Recently, at a seminar hosted by the China Petroleum Enterprise Association, it was revealed that high-tech solutions originally used in space missions, lunar exploration, and launch vehicles are now being applied to safety production and emergency rescue in the petrochemical sector. Optical fiber sensing technology offers distinct advantages such as intrinsic safety, long-distance measurement, high point density, and cost-effectiveness, making it ideal for use in petrochemical safety monitoring. Beijing Aerospace Times Optoelectronics Technology Co., Ltd.’s distributed optical fiber temperature sensing system can be widely applied in oil pipeline leak detection, well temperature monitoring, chemical warehouse safety, and oil tank fire surveillance. With features like remote monitoring, accurate positioning, and high reliability, the State Administration of Work Safety has urged policy development to promote its use in key safety areas, further strengthening the safety standards of the industry. Desktop drills, known for their low cost, flexibility, and ease of standardization, combine electronic maps, 3D simulation, and professional drill programs, offering broad application potential. According to China’s "Guidelines for Production Safety Accident Emergency Exercises," implemented in September 2011, desktop exercises involve simulating emergency scenarios using tools like drawings, sand tables, and computer simulations to practice emergency responses. Ma Haoran, senior engineer at Sinopec Safety Engineering Research Institute, explained that the desktop exercise system creates a virtual environment where participants simulate disaster scenarios and perform emergency tasks. Users can take on roles such as organizers, operators, and observers, practicing coordination and completing set tasks. This system is now being widely adopted by safety personnel and on-site teams to enhance emergency preparedness and response capabilities. Its implementation is accelerating, reflecting the growing importance of digital training in the petrochemical industry.
