The National Coal Mine Safety Supervision Bureau announced on the relevant notice on the 27th that, recently, the State Coal Mine Safety Supervision Bureau organized eight coal and gas outburst certification bodies to carry out a comprehensive self-examination of relevant outstanding qualifications since 2011, and found that 97 coal mines were involved. There is a problem with the qualification report.

According to this notice, the main problem with these mine appraisal reports is that some coal mining enterprises have delineated the scope of commissioned appraisal, and commissioned accreditation bodies to identify only shallow or outburst coal seams that are less dangerous. Individual coal mining companies have even deployed them through intentional damage appraisal agencies. The monitoring equipment, the drilling around the measuring point to reduce the gas pressure around the measuring point, gas pre-drainage of the coal seam in the relevant region and other methods of human intervention in the authenticity of the identification results.

In addition, the notice pointed out that some of the outstanding appraisal agencies did not strictly comply with the provisions of the “Provisional Measures for the Assessment of Coal Mine Gas Levels” to determine the layout indicators or take coal sampling sites. The measurement points could not effectively represent the outstanding hazards of the identified coal seams, and the appraisal conclusions could not be used as the judgment pits ( Coal seams are prominent or non-prominent, and some of the appraisal reports do not even give clear conclusions about the identified mines.

In order to prevent misleading, weakening of mine gas management due to out-of-spec identification, and triggering gas accidents, the National Coal Mine Safety Supervision Bureau put forward requirements for the safety management of the 97 mines: First, reorganizing or highlighting the outstanding mine directly; The second is to reorganize the appraisal. The appraisal results shall be managed by the outstanding mines before being approved by the provincial-level coal industry management department. Third, if the re-qualification work has not been completed for more than 6 months since the notice was issued, it is directly identified as the outstanding mines. .
