Distributed photovoltaic power generation will receive significant policy support. According to the Economic Information Daily on August 20th, Wu Xinxiong, director of the National Energy Administration, said that the "Notice on Further Implementing Policies Related to Distributed Photovoltaic Power Generation" will be released in August. In addition, a more specific clean energy quota policy will be introduced later. The market space of the distributed photovoltaic industry is expected to increase significantly.

The distributed photovoltaic power exchange meeting held by the National Energy Administration recently was called a very important meeting by the industry, because Wu Xinxiong, director of the National Energy Administration, clearly disclosed the policy orientation of vigorously promoting distributed photovoltaic power generation, including the increase of distributed photovoltaic projects. A series of new policies, such as power generation indicators, upward adjustment of subsidy quotas, and implementation of local benchmark electricity prices for “full online” projects. Wu Xinxiong said that vigorously promoting the development of distributed photovoltaic power generation will be of great significance, which will help optimize energy structure and improve the ecological environment, and will also improve the efficiency and competitiveness of solar power generation and electricity consumption. In addition, the participating policy makers interviewed by the Economic Information Daily disclosed that the Energy Bureau also plans to introduce the provincial clean electricity energy quota policy at the right time, and use the non-fossil energy production and consumption of each province as the basis for carbon emission and total energy consumption control.

Distributed photovoltaic power generation is generally built near the user's site. The operation mode is used by the user for self-use or near grid connection, which can effectively solve the problem of power loss in boosting and long-distance transportation. Compared with large power plants, distributed photovoltaics enable each building and each piece of suitable land to be dispersed and used locally, especially for the central and eastern regions where land resources are limited, electricity prices are relatively high, and industrial scale is larger.

Since 2012, China has vigorously promoted the distributed photovoltaic power generation application demonstration zone. In August 2013, the National Energy Administration issued the “Notice on the Construction of Distributed Photovoltaic Power Generation Demonstration Zone” to identify the first batch of 18 demonstration parks. In addition, in 2013, the photovoltaic power price management, grid connection and subsidy schemes were introduced. The policy differentiated between distributed power generation and large-scale ground power station electricity price subsidies, of which distributed power generation price subsidies were 0.35 yuan/kWh. The industry generally believes that the subsidies are low, which has lengthened the investment recovery period of distributed photovoltaic power plants and affected the enthusiasm of investors. According to the “Photovoltaic Power Generation Profile for the First Half of 2014” released by the National Energy Administration, the newly added distributed photovoltaic grid-connected capacity in the first half of the year was only 1G W. This is far below the 8GW target set at the beginning of the year.

The introduction of a new PV price policy at the end of the month and a more stringent clean energy rationing policy are expected to reverse the current passive situation in the market. On August 19, the Ministry of Industry and Information Technology announced the operation of the photovoltaic industry in the first half of 2014. Since the beginning of this year, some of the backward production capacity of the national PV industry has been brewing or has begun to withdraw. The willingness to merge and restructure some enterprises is growing stronger. It is expected that the photovoltaic industry may experience a leap-forward growth in the fourth quarter. In fact, since the beginning of the third quarter, the construction speed of domestic photovoltaic power plants has accelerated.
