Renewal of advanced and applicable technologies for mineral conservation and comprehensive utilization

In order to speed up the technological innovation and promotion of mineral resources conservation and comprehensive utilization, the Ministry of Natural Resources issued a notice a few days ago and decided to carry out the update of advanced and applicable technologies for mineral resources conservation and comprehensive utilization.

The notice clarifies the working procedures. Provincial-level natural resources authorities shall organize mining enterprises and scientific research units in their administrative areas to apply for advanced technology and select and recommend them. The China Geological Survey and the units affiliated to the relevant central enterprise organizations make advanced technology declarations and select and recommend them. Relevant industry associations and industry alliances recommend and recommend advanced technologies in the industry. The Ministry of Natural Resources will organize experts to select advanced technologies that are recommended by each unit. The advanced and applicable technologies to be included in the catalog are released to the public after being announced on the portal of the Ministry of Natural Resources.

The notice clearly solicits advanced and applicable technologies. The scope of technology includes mineral exploration, mining and beneficiation new technologies, new processes and new equipment, comprehensive utilization of tailings, waste rock (gangue), mine wastewater and other new technologies and new processes, digitalization, automation, information and intelligent mine new technology. The notice makes it clear that the recommended technology should conform to the national industrial development direction and has been applied in mines or exploration projects. It has achieved significant results and has great potential for promotion; it can reflect the latest progress in exploration, mining, beneficiation, comprehensive utilization of technical processes or equipment, and can effectively improve work efficiency. 、 Energy saving and consumption reduction, saving and efficient use of mineral resources; comprehensive use of digital, automation, information and intelligent technology, significantly improve labor productivity and resource utilization efficiency.

The notice clearly stipulates the update of the advanced and applicable technology catalogue. Each recommending unit shall organize the reporting unit to provide updated opinions and suggestions on the first to sixth batches of advanced and applicable technology catalogues for the conservation and comprehensive utilization of mineral resources based on the latest technological developments. If it has been replaced by more advanced and applicable technology, the organization shall prepare an application report and fill out the recommendation form and technical update situation form. For the narrow application scope and small promotion potential technology, put forward the proposal of calling out the catalog.

The notice requires that the recommending units should attach great importance to strengthening organizational leadership, fully mobilize the enthusiasm of mining enterprises and scientific research units, and do a good job in soliciting recommendation and updating of advanced and applicable technologies for mineral resource conservation and comprehensive utilization. The number of recommended technologies by the provincial natural resource authorities, the China Geological Survey, relevant industry associations and industrial alliances shall not exceed 10, and the relevant central enterprises shall not recommend more than 5 technologies.
